Metrolinx is accepting Submissions for Vendor Assignment to Manage and Review Third Party Applications. Metrolinx is seeking the Services of a Vendor to ensure the protection and integrity of Metrolinx Property and infrastructure, including planned infrastructure, from those persons working on or in close proximity to Metrolinx Property and/or infrastructure, by Vendor:
(a) Reviewing and determining requirements for various Third Party work requests for Public and Utility Rail Corridor Crossings, Parallel Occupations, and access to work on or adjacent to Rail Corridor Rights-of-Way.
(b) Reviewing the detailed design and Work Plan methodologies for Third Party Utility Crossings, Grade Separations, Municipal Works, Whistle Cessation (Anti Whistling) initiatives and other construction activities.
(c) Assisting Metrolinx in the review of Third Party planning and development proposals adjacent to Metrolinx Property including, but not limited to: reviewing storm water management and drainage impacts, safety barrier designs, and any required structural analyses associated with Adjacent Developments.
(d) Providing various Engineering services on behalf of Metrolinx, related to Third Party work, on or near Metrolinx owned Railway Corridors.
(e) Providing construction field inspection services for quality and safety purposes, which may occur at any time of the day or night, and prepare reports related to Third Party and/or Metrolinx designated Utility work on or near Metrolinx owned Railway Corridors at a frequency as indicated by Metrolinx.
(f) Conducting peer review assessments of relevant internal and external guidelines, requirements and standards, as they are amended from time-to-time, as well as other rail industry documents and best practices at the request of Metrolinx, and providing Metrolinx with recommendations relating to the adoption and implementation of any such guidelines, requirements or standards.
(g) Leading and/or supporting, as the case may be, Metrolinx in updating its own internal guidelines, requirements and standard at the request of Metrolinx.
(h) Providing support to Metrolinx in the form of reviewing substandard designs and offering practical cost saving safe solutions for review by Metrolinx.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only Consultant who possess the following experience and qualifications will be considered for award of this Contract:
(a) Ten (10) years of experience with management of construction-related activities within and in proximity to active Heavy Rail corridors
(b) Five (5) years of experience with a project-oriented permitting process.
(c) The necessary resources (including suitably qualified personnel) to complete and sustain the Services as detailed in the Scope of Work to the satisfaction of Metrolinx.
Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
