Metrolinx is issuing this Request to Qualify and Quote (RQQ) to retain the services of Vendor to provide the goods and/or services described herein. Metrolinx intends to notify a Proponent of acceptance of its Submission and enter into a Contract through an open, fair and competitive process.
Metrolinx is accepting Submissions for the Construction Supervision, Contract Administration and Engineering Services during the Construction of the Confederation GO Station (PT-2019-NAFD-857) at Mile 38.1 as more particularly described in this Request Document as required by Metrolinx.
In September 2018, Metrolinx prepared a business case to understand the needs for the Niagara Extension, which included Confederation GO Station based on ridership and density forecast to serve the demand of the Niagara region. Thereafter, the project requirements where finalized on February 7, 2019, which included a station building (vestibule), an island platform complete with snowmelt system, canopies and heated shelters and 147 parking spaces.
This project also includes infrastructure improvements undertaken by CN, which include the track shifts to the four new through plate girders (TPG) spans, fibre-optic cable relocation and related corridor grading to accommodate a future four track corridor for two CN tracks and two GO tracks. A new retaining wall on the south ROW will protect the embankment for the future track construction.
The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents for the provision of Construction Supervision, Contract Administration, Field Administration and Engineering Services during the Construction of the Confederation GO Station (PT-2019-NAFD-857) at Mile 38.1 over a Two (2) year term, with an option to extend into a third (3rd) year. The requirements are more particularly described in Scope of Work of this Request Document.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only Consultant who possess the following experience and qualifications will be considered for award of this Contract:
(A) The necessary resources to sustain and complete the Work to the satisfaction of Metrolinx;
(B) Minimum ten (10) years of demonstrated experience in project management of large-scale (>$15 million) capital infrastructure projects;
(C) Minimum ten (10) years of demonstrated experience in construction administration of large-scale (>$15 million) capital infrastructure projects, including but not limited to;

- heavy civil, earthworks and grading construction; and
- working within an active rail corridor environment with construction concurrent to operations.
(D) Minimum ten (10) years of demonstrated experience in technical inspection services in disciplines including, but not limited to:

- civil and structural, specifically bridges;
- earthworks and grading;
- environmental compliance; and
- track and signals.
Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
