Metrolinx is issuing this Request to Qualify and Quote (RQQ) to retain the services of Vendor to provide the goods and/or services described herein. Metrolinx intends to notify a Proponent of acceptance of its Submission and enter into a Contract through an open, fair and competitive process.
Metrolinx is accepting Submissions for the Design Consultant for Parking Structures and Pedestrian Bridges State of Good Repair Program at Whitby, Pickering and Aurora GO, more particularly described in this Request Document as required by Metrolinx.
Metrolinx is a crown agency of the Government of Ontario under the Metrolinx Act, 2006, reporting to the Ministry of Transportation. It was created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton Area (GTHA). The Metrolinx mandate includes delivering the best possible transportation services today while leading the way to an even better, more convenient service tomorrow; making the best possible use of public transportation investment dollars; and measurably improving the quality of life in the region.
State of Good Repair (SOGR) capital investments ensures public safety from failing infrastructure. It also maintains an appealing environment for all passengers and promotes the full realization of the initial investment as well as the assets life expectancy while mitigating extensive interruptions to customers and service. This becomes increasingly vital in a GO Transit service expansion environment whereby the quality and reliability of assets will have a direct impact on day-to-day operations, delivering increased service, and sustaining increased ridership. Through the ongoing preservation and betterment of assets, risks impacting customer safety and service reliability can be further mitigated.
In 2015, condition assessments were completed through Read Jones Christoffersen Ltd (RJC). A total of three (3) parking structures and two (2) pedestrian bridges were assessed at three (3) locations, and the reports are appended to this tender, Pickering Go Station, Aurora GO Station and Whitby GO Station.
These condition assessments include proposed estimates for anticipated capital replacement and repair expenditures. The reports have taken into account asset life expectancy, replacement costs, and the present condition of various components of the structure.
With increased service through GO Expansion, the condition of customer-facing assets becomes critical to providing safe and reliable service. In addition, GO Expansion ridership projections will mean a further increase of customers using GO facilities. Pickering, Whitby and Aurora stations are included in the proposed two-way, all-day 15-20 minute rail service. As such, the usage of parking structures and pedestrian bridges are expected to increase.
Inaction to perform this corrective maintenance will increase the risk of injuries or fatalities, safety considerations, related incremental costs, decreased accessibility for customers, decreased revenue, as well as risk corporate reputation.
The strategic plan is for SOGR to complete the scope of work (to be noted in the updated conditional assessments) in a priority sequence, from those assets that are in severe states of deterioration onwards, to avert above noted risks, maintain the customer experience, and ensure service reliability while preserving all assets.
The ongoing application of SOGR type reinvestment protects the integrityof these assets. Over the lifespan of an asset, capital investment is required to ensure that the highest level of safety, service and customer experience is maintained.
For each of the three parking structures and two pedestrian bridges, the impacts to its users were analysed, specifically the disbenefit to its existing users, in the event the parking structure/pedestrian bridge is no longer in operation for a year.
From an overall project delivery perspective, it is not envisioned that this scope of work required at these five assets would introduce risk or conflict with other planned Metrolinx projects. In determining the staging of the work the consultant should consider that the work required to be undertaken at these parking structures and bridges should not create door restrictions conflicts with other work being completed on the line and the work needs to be scheduled in space and time to avoid any contractor conflicts with any other active project.
The updated condition assessments should recommend specific capital reinvestment activities which will become the scope of work, prioritized based on immediate impact to safety of customers and integrity of the structure, that can be delivered through three (3) separate construction contracts (one for each location) completed within a duration of two (2) years.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only the Proponent who possess the following experience and qualifications will be considered for award of this Contract:
(A) Ten (10) years of experience in project management of design and construction of
transit facilities and parking lots, including civil engineering, electrical engineering, site
servicing, storm management, traffic management, signage and wayfinding, and
lighting.
(B) Ten (10) years of experience with projects with similar nature and magnitude to the
undertaking.
(C) Ten (10) years of experience in construction contract administration of transit facilities
and parking lots.
Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
