Construction Manager General Contractor for Confederation GO Station
Metrolinx is using the Construction Manager General Contractor (“CMGC”) project delivery model on the Confederation GO Station Project (the “Project”). Under this project delivery model, a construction firm will be retained as Construction Manager (CM) to provide pre-construction services throughout the re-design phase, and to have the opportunity be the sole bidder on the construction phase if certain conditions are met as further described in this document.
At the completion of the design phase, if the Construction Manager’s performance of the pre-construction services has been satisfactory to Metrolinx and if the pre-tender estimate is within the target budget, the Construction Manager will proceed to submit a sole bid to be the General Contractor (GC) for the construction of the Project. If the bid price is acceptable, Metrolinx intends to award the construction contract to this General Contractor. If the bid price is not acceptable, Metrolinx intends to procure the construction by alternative means.
Metrolinx is issuing this Request for Proposals to retain a Construction Manager to provide the services described herein. Metrolinx intends to notify a Proponent of acceptance of its Submission and enter into a Contract through an open, fair and competitive process.

Submissions shall be by accepted electronically through Metrolinx MERX Portal only. Submissions sent in any other manner shall be deemed non-compliant and automatically disqualified.
Submissions will be opened by Metrolinx staff as soon as is practicable after the designated Closing.
Metrolinx reserves the right to reject any or all submissions at its sole discretion.
