Metrolinx is issuing this Request to Qualify and Quote (RQQ) to retain the services of Vendor to provide the goods and/or services described herein. Metrolinx intends to notify a Proponent of acceptance of its Submission and enter into a Contract through an open, fair and competitive process.
Metrolinx is accepting Submissions for Heritage Layover Project TPAP and Detailed Layover Facility Design.
Metrolinx is a crown agency of the Government of Ontario under the Metrolinx Act, 2006, reporting to the Ministry of Transportation. It was created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton Area (GTHA). The Metrolinx mandate includes delivering the best possible transportation services today while leading the way to an even better, more convenient service tomorrow; making the best possible use of public transportation investment dollars; and measurably improving the quality of life in the region.
Metrolinx in proposing to expand its facilities along Kitchener Corridor, which runs from Union Station to Kitchener. The new layover will provide additional storage capacity which is required to archive the proposed level of service (two-way all-day service to Mount Pleasant GO, with an opportunity to expand to two-way all-day service at Georgetown) and consolidate the operational needs associated with frequent inner service to optimize operations planning for start and end of service. A preliminary study between Metrolinx and CN identified a need for a new additional south track in the proposed location of the layover. The new track will be design and constructed by Canadian National Railway (CN) within its right-of-way.
The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents for the provision of design of new layover facility, EA study in 2021-2022 and Construction over 2023-2025. The requirements are more particularly described in Scope of Work of this Request Document.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only Consultant who possess the following experience and qualifications will be considered for award of this Contract:
- Fifteen (15) years of experience in project management of projects similar in value, size, scope and complexity.
- Fifteen (15) years of experience with design of projects similar in value, size, scope and complexity.
- Ten (10) years of experience in contract administration of projects similar in value, size, scope and complexity.
Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
