Metrolinx is issuing this Request to Qualify and Quote (RQQ) to retain the services of Vendor(s) and establish a Vendor of Record (“VOR”) Agreement to provide the goods and/or services described herein.
Metrolinx is accepting Submissions for the provision of Planning Review Services for Property Acquisition – Subway Programs.
Metrolinx is a crown agency of the Government of Ontario under the Metrolinx Act, 2006, reporting to the Ministry of Transportation. It was created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton Area (GTHA). The Metrolinx mandate includes delivering the best possible transportation services today while leading the way to an even better, more convenient service tomorrow; making the best possible use of public transportation investment dollars; and measurably improving the quality of life in the region.
Metrolinx Property Acquisitions (MPA) has a mandate to acquire approximately 1,500 property interests in the next two to three years for various subways programs. A key component in acquiring the required property interests is determining the fair market value by an accredited Appraiser, whom MPA obtained through a separate appraisal service contract. Given the various complexities associated with property interests, takings and land use designations, a professional planner will help determine the highest and best use to support our vendor appraisers in preparing the valuation.
The objective of this Request to Qualify and Quote (RQQ) is to solicit requests from Proponents for the provision of professional Planning Services on an emergent basis over a two-year term, with three additional option years which will be exercisable at Metrolinx’s sole discretion. The requirements are more particularly described in Scope of Work of this Request Document.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only Consultant who possess the following experience and qualifications will be considered for award of this Contract:
(A) Ten (10) years of experience in project management of urban planning and land development projects, with expertise in land use planning, development planning, urban design, site design and configuration, and transportation planning.
(B) Experience providing conclusive assessments of site conditions and opportunities, including highest and best use, in the context of a transit network, including applicable land use planning regulations, policy and legislative frameworks, and built form guidelines.
(C) Expertise in municipal planning and development approval services in the Great Golden Horseshoe, including Official Plan and Zoning By-law amendments, Site Plan Approval, Plan of Subdivision, and permitting for different development project types such as mixed use, residential, commercial, institutional and industrial.
(D) Project management experience synthesizing multi-disciplinary inputs including real estate analysis, growth forecasting, design standards and other requirements.
(E) Experience developing feasible development concepts, including options analysis, visualizations, phasing strategies, and development metrics based on best practices for transit-oriented development.
(F) Experience communicating to the public and decision-makers – both visually and analytically - the value of a project or site, in terms of development potential and sustainable city building.
