ENGINEERING SERVICES FOR TRACK STANDARDS DEVELOPMENT & TRACK DESIGN AND CONSTRUCTION SUPPORT ON AN EMERGENT BASIS
Metrolinx is accepting bids (“Requests”) for Engineering emergent services to provide oversight of track construction programs managed by RER teams, review designs from a constructability, material delivery and staging perspective taking into account well established Class I railway track construction and maintenance.

Request submissions will be accepted until the Closing of 3:00 p.m., Thursday , September 22, 2016 via Merx electronic bid submission (EBS) and will be opened by Metrolinx staff as soon as is practicable after the designated Closing. Details on where and when vendors can obtain information on bids received, will be made available on Metrolinx’s website.
Please note, effective Monday, February 10th, 2014 for any newly issued tenders Metrolinx will no longer be conducting Public Openings.

The Consultant must demonstrate that it possesses the following experience and qualifications:
Project Manager
The Project Manager shall have a minimum fifteen (15) years of experience and shall be currently licensed as a Professional Engineer designated to practice in the Province of Ontario or other Canadian province or a Certified Engineering Technologist (C.E.T.) licensed to practice in the province of Ontario, or other Canadian province. Minimum of eight (8) years previous experience working within Class 1 railway ROW with freight and passenger rail service with Canadian Rail Operating Rules (CROR) train control systems
Railway Track Specialist(Field)
The Railway Track Specialist (Field) shall have a minimum fifteen (15) years of experience. Minimum of ten (10) years previous experience working on the construction and or maintenance of welded and jointed track systems within the Class 1 railway ROW with freight and commuter rail service. Obtained a Canadian Rail Operating Rules (CROR) certificate and completed a railway Track Inspection Guideline (TIG) course.
Track Design and Track Standard Development Railway Specialist
The Track Design and Track Standard Development Specialist shall have a minimum fifteen (15) years of experience and shall be currently licensed as a Professional Engineer (P.Eng), or Certified Engineering Technologist (C.E.T.) licensed to practice in the province of Ontario, or other Canadian province, or the equivalent US designation. Minimum of five (5) years previous experience working within the railway ROW with freight and commuter rail service. With Canadian Rail Operating Rules train control systems. Experience engineering track systems to North American or European track standards covering the design of ballast and non-ballast welded and jointed track ,track vertical and horizontal alignment; timber, concrete and steel ties; ballast; turnouts power switch machines; train yard and maintenance facility track layout; station facility track layout; railway customer sidings; and providing mainline cutover design documents which include decommissioning and commissioning plans that minimize operational impacts to the Railway.
Knowledge of North American and European track geometry standards, high speed turnout design and alignment standards will be required to aid and address the further development of new track alignment standards for Metrolinx higher speed turnouts.
