Metrolinx is accepting Submissions for Request for Supplier Qualification to establish a list of prequalified vendors for PRESTO Automated Fare Collection Solution (AFCS). Metrolinx is also conducting a separate qualification process, SQ-2021-PVMD-110, to prequalify Respondents for System Integrator Services (SIS). Respondents are encouraged to review both to ensure a comprehensive understanding of this stage of the procurement program.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX Electronic Bidding System (“EBS”). Bidders shall be solely responsible for the delivery of their Submission using MERX EBS by the Closing, in accordance with the Respondent Instructions.
Metrolinx is a crown agency of the Government of Ontario, Canada and a regional transportation agency of the Province of Ontario. PRESTO is Metrolinx’s fare payment system that seamlessly connects 11 transit agencies across the Greater Toronto and Hamilton Area (GTHA) and Ottawa.
The PRESTO Automated Fare Collection Solution (AFCS) will be the core of Metrolinx’s new ecosystem which seeks to deliver on our fare collection strategy by accepting customer payment on public transit services and performing reconciliation activities by settling to third parties including transit agencies. The Account-Based Ticketing System selected pursuant to this procurement process will replace the existing system which has been in place for over a decade. Metrolinx encourages transit ticketing and fare collection specialists to submit responses to this supplier qualification.
The intent of this RFSQ is to prequalify suppliers who would best meet the needs of Metrolinx. In the response to the RFSQ, the respondents are asked to share past and present experience to demonstrate technical capabilities, capacity, competence, consistency and financial capabilities, which will be used by Metrolinx to select the supplier(s) who will continue into the RFP phase. Only those suppliers who submit a response to this RFSQ and are short-listed pursuant to the evaluation process described therein will be eligible to be invited to submit a proposal to the subsequent RFP. Metrolinx will hold a Respondent Conference on December 10, 2021 to share information about and answer questions about the RFSQ. The timing will be finalized in a subsequent Addendum.

- Mandatory Qualification Requirement
- Financial Capacity
- Experience & Qualification in relation to the provision of reference project examples conducted within the last seven (7) years with similar size, scope and complexity.
- AFCS standard approach and methodologies
