Metrolinx is accepting Submissions for Prequalification for Design Build of the Elevated Guideway (Scarlett to Jane) – Advance Works for the
Eglinton Crosstown West Extension Project.
An Optional Information Meeting will be held on Microsoft Team on December 15 at 1:00pm. Please refer to the Instructions for more details.
Each Submission must be accompanied by a bondability letter from a recognized Canadian Surety acceptable to Metrolinx.
ELECTRONIC BID SUBMISSION will be accepted until 3:00 p.m. on February 28, 2022.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Proponents should possess the following experience and qualifications in order to be considered for the Work. Please refer to Submission Requirements for more details.
(A) Proponent’s Experience and Qualifications:
The Proponent should demonstrate its experience in performing work similar in scope, complexity and magnitude as the Scope of Work stated in this Request to be Prequalified by providing a detailed summary, not exceeding 5 pages in length, describing the Proponent’s qualifications and experience relevant to the Project being contemplated, including:
1) the necessary resources to sustain and complete the Project to the satisfaction of Metrolinx;
2) experience in design and construction of precast and in-situ elevated concrete box girders with complex transitions along its length and quality concrete finishes for aesthetics;
3) experience in heavy civil, shoring, retaining walls, earthworks and grading in rail, road and transit construction projects;
4) experience in working with utility companies to protect and relocate major underground and overhead utilities, including effectively coordinating utility designs;
5) experience in design, construction, relocation and protection of watermain, storm and sanitary sewers in the City of Toronto.
6) experience in design and construction work in, over and around natural water features;
7) experience in design and construction work in environmentally sensitive areas, liaising and coordinating design and construction with environmental agencies and indigenous communities;
8) experience in implementing effective and efficient traffic and pedestrian management in busy urban areas; and
9) experience in construction in close proximity to existing structures, application of protection and monitoring measures
(B) Reference Projects
Reference projects are intended to demonstrate the Proponent’s corporate capacity to perform and manage projects of a similar scope, complexity and magnitude as the Scope of Work. The Proponent should provide a list of three (3) unique Reference Projects, using the Attachment #4 – Reference Projects that demonstrate the Proponent’s relevant experience (“Key Construction Attributes”), including:
1) experience in managing major infrastructure projects, including, but not limited to relevant projects on time and on budget which are of similar in scope, magnitude and complexity as the Project;
2) experience on projects involving elevated structures for roadways or rail;
3) experience performing design and construction works relating to civil, architectural, structural, geotechnical and environmental elements;
4) experience on projects with a project value over $100 million is preferred; and
5) Programs/projects where a range of relevant functions were provided as part of the service.
