Metrolinx is accepting Submissions for Prequalification for Yonge North Subway Extension (YNSE) Early Works – Finch Modification
Each Submission must be accompanied by a bondability letter from a recognized Canadian Surety acceptable to Metrolinx.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Proponents should possess the following experience and qualifications in order to be considered for the Work. Please refer to Submission Format and Requirements for more details.
(A) Proponent’s Experience and Qualifications
The Proponent should demonstrate its experience in performing work similar in scope, complexity and magnitude as the Scope of Work stated in this Request to be Prequalified by providing a detailed summary, not exceeding 5 pages in length, describing the Proponent’s qualifications and experience relevant to the Project being contemplated, including:
1) the necessary resources to sustain and complete the Project to the satisfaction of Metrolinx;
2) Minimum 10 years of experience in heavy civil, urban roadway trenching/ support of excavation (SOE) shoring, protection, support and relocation of existing utility infrastructure, concrete-encased power conduit duct structure construction, and traffic management in urban transit construction projects;
3) minimum 5 years of experience working within an active transit station, preferably a TTC facility, with construction concurrent to ongoing operations;
4) experience in the last 5 years designing and constructing soldier pile and lagging support of excavation (SOE) within confined areas and within close proximity to buried gas mains, electrical and telecommunication utilities and near overhead electrical cables requiring careful construction techniques;
5) experience working with utility companies to protect and support or relocate major underground and overhead utilities, including effectively coordinating utility design and construction;
6) work experience designing, obtaining approvals for Toronto Hydro, Enbridge, and City of Toronto infrastructure;
7) experience working around project-sensitive communities;
8) working with municipalities to modify road carrying structures;
9) work experience with trench dewatering, water treatment, obtaining approvals for pumped water discharge to storm water and/or sanitary lines in municipalities;
10) experience in installation and commissioning of mechanical systems (ventilation air ducts, dry fire lines).
Preference will be given to projects that best align with the listed items above.
(B) Reference Projects
Reference projects are intended to demonstrate the Proponent’s corporate capacity to perform and manage projects of a similar scope; complexity and magnitude as the Scope of Work. The Proponent should provide a list of three (3) unique reference projects within the last ten (10) years, using Attachment #5 – Reference Projects that demonstrate the Proponent’s relevant experience, including:
1) experience as a general contractor in managing projects at transit stations, including, but not limited to, the coordination of work adjacent to and/or in the transit corridor, relevant projects on time and on budget which are of similar in scope, magnitude and complexity as the Project;
2) experience performing works relating to civil, structural, mechanical, electrical, and environmental elements;
3) programs/projects where a range of relevant functions were provided as part of the service;
4) at least one project with experience in installation and commissioning of mechanical systems (ventilation air ducts, dry fire lines);
5) at least one project with open-cut duct structure construction on an urban roadway with existing shallow utility congestion, involving crossing, support and protection requirements, and with maintenance of at least one lane of traffic immediately adjacent to the work;
6) at least one project which utilized soldier pile and lagging SOE techniques on an urban roadway in a congested, shallow utility area;
7) at least one project involving cutting/coring into a reinforced concrete structure for construction of an electrical duct bank service, including structure penetration waterproofing;
8) at least one project with a construction area in close proximity to transit facilities and which impacted transit users (e.g., customer parking and passenger pick-up and drop-off) and the adjoining community during construction. Project description to include any effective measures taken during construction to receive acceptance from communities and stakeholders (e.g., Toronto Transit Commission, City of Toronto).
9) For each project provide relevant information that includes a description of:
i) Any construction difficulties/challenges and solutions;
ii) Excavation/Trenching method and vertical trenching SOE methodology;
iii) Municipal/Environmental approvals/controls, including water pump-out treatments for sewer discharge;
iv) Utility impact including standard or custom support-in-place or relocation measures; and
v) Duration of construction – planned vs actual.
II) Each reference project summary shall not exceed 3 pages in length.
III) Preference will be given to projects that best align with the listed items above.
