Metrolinx is accepting Submissions for Consulting Services for Air Quality and Greenhouse Gas Emissions Services.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only Bidders who possess the following experience and qualifications will be considered for award of this Contract:
o Air Quality/Greenhouse Gas (AQ/GHG) emissions consulting services that include applications with the transportation sector;
o Experience in road vehicle, freight and commuter rail emission control and fuel consumption technologies and related standards;
o Experience in road and rail vehicle emission prediction models (including but not limited to MOVES) and demonstrated experience;
o Experience in relevant and approved dispersion modelling software as identified in O. Reg. 419/05 (including but not limited to, AERMOD dispersion model version 14134 (version date May 14, 2014) used in conjunction with AERMET meteorological pre-processor version 14134 (version date May 14, 2014), and CAL3QHCR) and demonstrated experience;
o Experience in policy development or research or evaluation in AQ/GHG emissions for the transportation sector;
o Participation on Government or Industry Advisory Committees related to AQ/GHG emissions for the transportation sector;
o Experience in composing and writing professional transportation AQ/GHG emission impact reports;
o A good understanding of engineering and transportation principles and practices, the science and practice of meteorology and the environmental assessment process, as it applies to transportation projects;
o A demonstrated ability to: effectively report on vehicle, bus, freight and commuter rail AQ/GHG emission sources, impact assessments and associated mitigation measures; respond to relevant technical questions in front of large public audiences; and actively participate on government or industry advisory committees related to AQ/GHG emissions for the transportation sector;
o Demonstrated experience in composing and writing professional transportation AQ/GHG emission impact report; and
o Understanding of relevant Metrolinx, Ministry of Transportation (MTO), Ministry of the Environment and Climate Change (MOECC), Environment and Climate Change Canada, and US Environmental Protection Act guidance documents.
