Translation Services for Metrolinx Corporate Communications and GO Customer Care
As a crown agency of the Government of Ontario, Metrolinx is subject to the French Language Services Act. The Act guarantees the right of Ontario’s French-speaking population to receive provincial government services in French. Therefore, all public communications on behalf of Metrolinx and its operating divisions must be available in both English and French. It includes website communications (for PRESTO, GO Transit, Metrolinx, UP Express and Metrolinx News), static and dynamic signage, publications (e.g., reports, business cases), timetables, mobile applications, social media, On the GO alerts (email and sms), marketing campaigns and ads, construction notices, presentations, blog posts, and newsletters.
The Ontario French Language Services Act (FLSA) guarantees the right of Ontario’s French-speaking population to receive provincial government services in French across the designated French language jurisdictions. As a provincial crown agency, Metrolinx is subject to the Act. The current FLSA-designated areas served by Metrolinx include Toronto, Mississauga, Brampton, Hamilton, Markham, Ottawa and Welland. Since Metrolinx operates as a “system”, however, it is recognized that conformity of services will also extend to other non-designated municipalities.
Making all public communications on behalf of Metrolinx and its operating divisions available in both English and French is identified as a key deliverable under the Act. Website communications, static and dynamic signage, publications (e.g., reports, business cases), timetables, mobile applications, social media, On the GO alerts, marketing campaigns and ads, construction notices, presentations, blog posts*, and newsletters, are all examples of public communications requiring French translation.
*Blog posts for Metrolinx News: For the past two years, our blog has gained momentum and is quite popular with the public and the media. It is crucial for translators to provide high-quality journalistic/editorial translations. Translations need to be adapted to the subtleties of the French language (e.g., play on words, humour). About 8 to 10 blog posts are translated every week (with one week peaking at 14).
Please note that the volume of work for document translations is estimated at 50% of the total service deliverables.
The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents for the provision of Translation Services over a two (2) year contract term. The requirements are more particularly described in Scope of Work of the RQQ Document

Responses to the RQQ will be accepted until 3:00 p.m. EST on July 25, 2022 through Electronic Bid Submission (EBS) at the Metrolinx MERX Portal.
Proponents must download the tender documents from the Metrolinx MERX Portal in order for their submission to be considered. Metrolinx reserves the right to reject any or all submissions at its sole discretion.
