Metrolinx is accepting Submissions for Provision of Software Asset Management (SAM) Implementation and Managed Services

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only Proponents who possess the following experience and qualifications will be considered for award of this Contract:
MANDATORY REQUIREMENTS
(a) SAM Professional tool implementation and support capabilities. The Proponent must meet all seven (7) defined SAM managed services core components:
(i) Policy and process assessment, design, transformation, continuous improvement, and operation
(ii) Continuous and complete trustworthy estate representation
(iii) Continuous entitlement custodianship, management and use rights analysis
(iv) Continuous custodianship of trustworthy software installed, used, and accessed data
(v) Continuous cloud service metering, license management and optimization
(vi) Development continuous maintenance and optimization of license position, usage, spend recommendation services and governance reporting
(vii) Continuous integrated software life cycle management delivery including request approval, procurement, management, harvest, and retirement services
(b) The Proponent must meet the following revenue, customer and resource quantities:
(i) Delivered at least five million ($5,000,000.00) in annual SAM managed services revenue for 2021 billed directly to end-user clients. The
minimum SAM managed services revenue must exclude the following: any license or SAM tool revenue embedded within the service contracts; revenue derived from software-publisher-sponsored SAM service activities.
(ii) Delivered SAM managed services directly to a minimum of 50 active unique clients (excluding partners) in 2021.
(iii) Demonstrate current permanent employment of 50 or more SAM Managed Service staff resources.
(c) The Proponent must have the ServiceNow
Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
