Metrolinx is issuing this Request to Qualify and Quote (RQQ) to retain the services of Vendor(s) and establish a Vendor of Record (“VOR”) Agreement to provide the goods and/or services described herein.
Metrolinx is accepting Submissions for the provision Negotiations Services for Property Acquisitions to be delivered on as needed basis for Request No. RQQ-2022-REPC-691.
Metrolinx is a crown agency of the Government of Ontario under the Metrolinx Act, 2006, reporting to the Ministry of Transportation. It was created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton Area (GTHA). The Metrolinx mandate includes delivering the best possible transportation services today while leading the way to an even better, more convenient service tomorrow; making the best possible use of public transportation investment dollars; and measurably improving the quality of life in the region.
Many of these projects have significant real estate deliverables that are on the critical path of project deliveries. Real estate deliverables are in the form of fee simple (full and partial), easements (temporary and permanent), licenses, leases, permission to enter and remediation of encroachments.
Metrolinx’s Property Acquisition department has overall accountability to Metrolinx’s Executive Management team for real estate deliverables. Property Acquisitions is responsible for the provision of real estate advice and associated services. Deployment of resources to a real estate project deliverable may include one or a combination of resources including internal personnel and external consultants, depending on project requirements and timelines.
The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents for the provision of Negotiation Services for Property Acquisitions on an emergent basis over a two-year term with three additional option years which will be exercisable at Metrolinx’s sole discretion. The requirements are more particularly described in Scope of Work of this Request Document.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only Consultant who possess the following experience and qualifications will be considered for award of this Contract:
(A) Five (5) years of experience in real estate project management;
(B) Five (5) years of experience with property negotiations;
(C) Five (5) years of experience in real estate brokerage; and
(D) Five (5) years of experience in public real estate, corporate real estate, or public infrastructure projects.
Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
