Metrolinx is accepting Submissions for Provision of Cost Assurance and Verification Services for Delivery Partners for Capital Projects Group.
(Metrolinx is a crown agency of the Government of Ontario under the Metrolinx Act, 2006, reporting to the Ministry of Transportation. It was created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton Area (GTHA). The Metrolinx mandate includes delivering the best possible transportation services today while leading the way to an even better, more convenient service tomorrow; making the best possible use of public transportation investment dollars; and measurably improving the quality of life in the region.
Metrolinx is currently procuring several construction and services contracts with the aim to work with vendors for the delivery of projects using a collaborative approach. These include contracts for services through Delivery Partner (DP) model and other collaborative or target-price contracts. These types of contracts are based on actual cost reimbursement models with discrete incentivization mechanisms to encourage best performance from vendors. Therefore, there will be need for Metrolinx to analyse records of payments made to the Contracting Partner from time to time. Further, the Contracting Partner will have to earn part of their profits by demonstrating high quality performance which will be measured through a set of KPIs (performance regime). Therefore, Metrolinx will need to measure KPIs objectively as they will determine quantum of payments to be made to Contracting Partners.
The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents for the provision of Cost Assurance and Verification Services for Delivery Partners for Capital Projects Group over a two (2) years term. The requirements are more particularly described in Scope of Work of this Request Document.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using Metrolinx MERX EBS by the Closing, in accordance with the Instructions to Bidders.
Only Proponents who possess the following experience and qualifications will be considered for award of this Contract:
- Minimum five (5) years of experience in (i) cost assurance and auditing, preferably for large, complex infrastructure projects; (ii) establishing high standards of accountability for cost assurance of complex projects, preferably on large infrastructure projects, and (iii). Undertaking cost assurance audits on a continual and on-going basis, preferably on large infrastructure projects.
- Minimum five (5) years of experience with cost assurance audit of and management of performance and incentivization regimes of construction projects based on progressive contracting model.
- Preferrable previous experience with Delivery Partner contracting model, Progressive Design Build contracting model and/or Alliance contracting model
