Solicitation Description --> Metrolinx is accepting Submissions for Fuel Storage Engineering Investigation at Willowbrook Rail Maintenance Facility

The Willowbrook locomotive fuel storage facility, constructed in 1997, consists of a diesel fuel tank farm comprised of four (4) API 650 tanks with a capacity of 200,000 litres each, a fuel pumphouse, a truck unloading area, and a control room.
The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents for the provision of completing the Scope of Work as outlined in this Request Document.
--> The Scope of Work has two phases:
Phase 1: Regulatory Inspection of the four (4) Fuel Storage Tanks to identify the requirements for compliance with all the current applicable laws and regulations. This includes complete a full interior and exterior regulatory inspection of the four (4) Fuel Storage Tanks using API 653 as a governing code of inspection.
Phase 2A: Detailed Engineering Investigation - on all systems and supporting components of the Fuel System under investigation, and make recommendations to support the operation of the Fuel System for the next 30 years by providing analysis, justification, pros and cons and respective costs associated with:
(i) Renewing the entire Fuel System under investigation, or
(ii) Build a new Fuel System and transition strategy, or
(iii) combination of the above (i) and (ii)
Phase 2B: Detailed Engineering Report: Provide Metrolinx with a detailed engineering report that summarises the outcomes of Phase 1 and Phase 2A. Provide Order of Magnitude cost estimates to support the operation of the Fuel System for the next 30 years.
