MERX Notice of Proposed Procurement by Metrolinx Source to Contract (“S2C”) Procurement System
Metrolinx is an agency of the Government of Ontario and oversees GO Transit, PRESTO, Rapid Transit and the Union Pearson Express. Our goal is to create a transportation network that enhances the prosperity, sustainability, and quality of life for the Greater Toronto and Hamilton Area (GHTA). We are undertaking the most extensive transportation investment in Ontario’s history to deliver on these goals.
General Information and Background
Metrolinx will be inviting prospective Proponents to submit a Proponent managed and delivered software solution to Metrolinx. The software solution may be delivered from secure cloud delivered model, as a Software as a service (“SaaS”) model or application service provider (“ASP”) model for the new Metrolinx Source-to-Contract (“S2C”) solution as part of a Proponents proposal in response to the upcoming RFP. Metrolinx will not host or run the proposed new S2C solution on Metrolinx premises and the Proponents should note this carefully. The new S2C solution is expected to deliver a comprehensive platform aimed at streamlining the Metrolinx procurement process from initial sourcing through contract management. The deliverables include but are not limited to intuitive supplier management tools, robust contract lifecycle management features, dynamic sourcing capabilities, configurable workflows, comprehensive analytics and reporting, integration capabilities with existing systems, and advanced security measures. The S2C solution should offer an end-to-end solution for Metrolinx to enhance efficiency, transparency, and compliance within the Metrolinx procurement operation, ultimately driving cost savings and enhancing strategic decision-making.
Metrolinx will seek a single Proponent to manage, deliver, train and support all services for the proposed new S2C solution as a “turnkey” to Metrolinx.
Proposed Issuance of the Metrolinx Source to Contract (“S2C”) Procurement System NRFP
As the next stage in Metrolinx Procurement Program, Metrolinx will be issuing a NRFP for the Metrolinx Source to Contract (“S2C”) Procurement System (RFP-2024-PROC-528) in the coming weeks.
As Metrolinx conducts its procurements in an open, fair, and transparent manner. All Proponents or potential Proponents must comply with Metrolinx’s Conflict of Interest Policy. Until a Source to Contract (“S2C”) Procurement System services contract is awarded, any inquiries about the Source to Contract (“S2C”) Procurement System must be addressed only to Rich Goncalves, Senior Procurement Officer at the contact information below. Any proponent that fails to comply with these communication restrictions may be disqualified.
