Metrolinx is accepting Information for Garage and Terminal Management System(s).
Metrolinx is an agency of the Government of Ontario and oversees GO Transit, PRESTO, Regional Express Rail (RER) and the Union Pearson Express (UPE). Our goal is to create a transportation network that enhances the prosperity, sustainability and quality of life for the Greater Toronto and Hamilton Area.
Presently, GO Transit manages 14,464 bus trips in Ontario per seven day week with approximately 500 buses. By 2022, the number of bus trips will rise to 16,800 per seven day week with a proportional increase in bus fleet size.
Metrolinx believes the current procedures in place are insufficient for managing logistics, maintenance and schedules of the growing operations and will not best enable growth for its bus services. One or more intelligent systems which dynamically allocate buses to terminal bays and to scheduled services and maintenance are required to maintain and improve Metrolinx’s level of operations and customer experience while accommodating increased demand and limited space.
The main goals of the Garage and Terminal Management System(s) are to:
- Deliver a seamless experience for customers at terminals by effectively managing platform changes;
- Enable integrating third party carriers into Metrolinx facilities;
- Streamline operations of bus services at the terminal;
- Automate some garage management functions;
- Optimize fleet utilization and maintenance scheduling functions.
The purpose of this project is to implement optimal combined or independent solutions for supporting both Garage and Bus Terminal Management, which will improve the efficiency, capacity and operations of Metrolinx Garages and Bus Terminals.
The priority terminal for this project is the new Union Station Bus Terminal (USBT) to be located in downtown Toronto, ON. The new USBT will have a two-level design with arrivals on one level and departures on the other. The terminal is planned for a total of 14 bays. The design of the new USBT could create additional bus movements and complicate platform assignment as bus movements will be constrained to a one lane, one directional pathway. The terminal will initially serve GO Transit buses, but will later also serve additional third party bus carriers.
The purpose this RFI is to collect written information about vendor capabilities for and demonstrated experience with providing Garage and/or Terminal Management System(s).

Responses to the Request for Information will be accepted until 3:00 p.m. EST on February 16th, 2016 (Closing Date) through Electronic Bid Submission (EBS) at MERX.
