Prototype Locomotive Design Services Project
The objective of the RFP Process is to identify strong negotiation partner(s) with sufficient experience and capacity to enter into a Design Services Agreement with Metrolinx to produce a concept design for a hydrogen fuel cell (HFC) powered passenger commuter locomotive for the purpose of determining the feasibility of using hydrogen fuel cell locomotives on the Metrolinx GO Transit network.
The conceptual design to be provided by the Successful Proponent should be based on a locomotive platform that is compliant with the U.S. Federal Road Administration’s (“FRA”) safety regulations and is currently operating in North America, or alternatively, that is based on a locomotive platform that, in the discretion of Metrolinx, can be FRA compliant by the end of 2020.
The concept design should enable Metrolinx to undertake a study to determine the feasibility of manufacturing of the HFC passenger locomotive and should identify any component or system development work required. The power systems, both propulsion and auxiliary systems requirement must meet the baseline locomotive operational performance requirements defined by Metrolinx and be designed to operate on Metrolinx Rail Network. Performance characteristics and simulation data for baseline locomotive will be provided

Submissions will be accepted until the Closing on April 9, 2018 at 2:00 p.m. EST, via MERX electronic bid submission (EBS) and will be downloaded by Metrolinx staff as soon as is practicable after the designated Closing. Details on where and when vendors can obtain information on Proposals received, will be made available on Metrolinx’s website.
