Description: Update for Metrolinx Vendors: Use of Vendor Performance Ratings in Tender Evaluations
Metrolinx vendors are invited to attend this webinar information session which will provide a status update on Metrolinx’s Vendor Performance Management (VPM) program, specifically, the use of Vendor Performance Ratings (VPR) in evaluation of tenders issued starting April 2018.
What is VPM?
The Vendor Performance Management program is a continuous improvement model which uses an evaluation and communication feedback loop on a contract-by-contract basis to maintain, develop and reward high-performance by Metrolinx vendors. Each contract is evaluated over the duration of the agreement using Contract Performance Appraisals (CPA) in the form of a scorecard. Project managers/contract administrators from Metrolinx business units measure the performance of vendors against contract specific key performance indicators using CPA scorecards which are shared with the vendor. Beginning in 2015, contracts awarded by Metrolinx have been subject to Metrolinx VPM program and have included a contract specific Contract Performance Appraisal.
A Vendor Performance Rating (VPR) score is assigned to each vendor, in one of nine categories of work, based on the vendor’s performance specific to a contract. The vendor’s VPR is the consolidation of all completed and approved Contract Performance Appraisals and provides a holistic view of a vendor’s performance using an algorithm that includes the age and contract value-weighted average of approved CPAs in a moving three (3) year window. If a vendor has no Metrolinx experience, they will be assigned a starter VPR which is the average of all current vendor ratings within the relevant category of work for the project
All Vendors that participate in Metrolinx tendering opportunities, will be subject to VPR evaluation for procurements issued starting in April 2018.
