Metrolinx is accepting Submissions for VOR + 2nd Stage for Provision of Sponsor Services on an as Required Basis

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using MetrolinxMERX EBS by the Closing, in accordance with the  Instructions to Bidders.

Only Contractors who possess the following experience and qualifications will be considered for award of this Contract:
The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents for the provision of sponsor services in (2) Category on an as required basis over a three (3) year Term that includes:

1. 1. Benefits Management and Sponsor Support Services; and
   2. Engineering and Asset Management Support Services.

1. 1. 1. Corporate Firm Experience and Qualifications
         1. Benefits Management and Sponsor Support Services (Phase 2A)

1. 1. 1. 1. 1. Ten (10) years of experience as a Program Sponsor (or equivalent) comfortable operating at senior manager, executive, or board level, with the capability to develop and enhance relationships with internal and external stakeholders
            2. A professional and experienced organization that holds a strong track record of demonstrated leadership in the practice of project/program sponsorship, the development of benefits and benefits management, including industry recognition of expertise and experience.
            3. A proven track record in successful knowledge transfer within a maturing organization through training initiatives and providing investment and/or technical advice to transportation organizations.
            4. A roster of senior level sponsor experts with relevant industry experience in leadership positions, including: benefits management, access planning, asset management and DB, DBB, PPP procurement models.
         2. Engineering and Asset Management Support Services (Phase 2B)

1. 1. 1. 1. 1. Ten (10) years of experience in Asset Management, comfortable operating at senior manager, executive, or board level, with the capability to develop and enhance relationships with internal and external stakeholders
            2. The depth and breadth of Extensive experience capable of providing process support in the development of benefits led Asset Protection,  and Engineering Access procedures, ASPRO standards, track access planning / logistics / work integration, Safe Systems of Work, and train timetabling design to facilitate construction work in a life train operating environment.
            3. The depth and breadth of Extensive experience capable of providing expert support in the development and/or derogation of Maintenance, Design or General Engineering Standards for asset class areas including Rail Facilities, Stations, Railway Track, Signalling, Grade Crossings, Traction Power, Bridges and Structures. 
            4. A proven track record in successful knowledge transfer within a maturing organization through training initiatives and providing investment and/or technical advice to transportation organizations.
            5. A roster of senior level sponsor experts with relevant industry experience in leadership positions, including: benefits management, access planning, asset management and DB, DBB, PPP procurement models
