Metrolinx is accepting bids (“Requests”) for engineering services for the expansion of the Lincolnville layover facility from 6 to at least 8 storage tracks. The project limits are between MP 37.9 and 39.9 on the Uxbridge Subdivision. The existing Lincolnville GO Station services, situated within the layover facility at MP 38.9, are to be upgraded and relocated south of the existing layover facility. The mainline track is being converted into a temporary layover storage track, by January 2017, designed by others, as more particularly described in this Request Document as required by Metrolinx, which Work relates to Engineering Services for Facility Improvements at Lincolnville Rail Layover.

Request submissions will be accepted until the Closing of 3:00 p.m., Tuesday, June 7, 2016, via Merx electronic bid submission (EBS) and will be opened by Metrolinx staff as soon as is practicable after the designated Closing. Details on where and when vendors can obtain information on bids received, will be made available on Metrolinx’s website.

Only Consultants who possess the following experience and qualifications will be considered for award of this Contract:
The Consultant must demonstrate that it possesses the following experience and qualifications:
- The necessary resources to sustain and complete the Services to the satisfaction of Metrolinx;
- Twenty (20) years of experience in design, construction support and project management of transportation facilities;
- Ten (20) years demonstrated experience with construction projects undertaken on a facility which continues to operate during construction.
- Demonstrated Twenty (20) years of experience with heavy rail transportation projects;
- Design and construction administration/inspection experience of high voltage substations , wayside power systems, air compressor systems, railway layovers, tracks, track layout, parking lots, grading work, switch heaters and derails, culverts, retaining walls, and environmental protection;
- Civil works experience, including site development plans, storm water management and grading;
- Municipal work experience including roads, sewers, utilities;
- Experience with Environmental Assessments (EA) involving major rail infrastructure projects, and/or previous experience with transit related EA’s;
- Constructability reviews;
- Design experience with electrified rail infrastructure/corridors, electrical rooms, substations, transformers, switch gears, high voltage, medium voltage, low voltage, wayside power, energy management systems, CCTV, network connections, communications, controls, PA, and security systems; and
- Design and construction administration and inspection experience of passenger storage facilities.
